HUD has determined or more correctly, Obama has determined the reasons for the high rates of failure among urban minorities are hidden within the five arbitrary numbers of their Zip Codes; change those numbers or relocate minority youth and magic transpires. The urban conditioning fades away, and is replaced with the reality of living the American Dream.
The thug culture is forgotten and minorities assimilate into white culture. Success will be just around the corner for those who are willing to adopt white values and goals. Blacks and others may keep their racial identities, but the goal is to become white on the inside or as my Mexican mechanic who specializes in working on German cars said, when asked about going with me to talk with Mexican machinists in Mexico about producing component parts for me, “Hell no, I am a white man in a brown body. Those guys would chop me up faster than they would you.”
Success in Life is Predetermined by Zip Codes
The U.S. Department of Housing and Urban Development (HUD) has released a final rule to equip communities that receive HUD funding with the data and tools that will help them to meet long-standing fair housing obligations in their use of HUD funds. HUD will provide publicly open data for grantees to use to assess the state of fair housing within their communities and to set locally-determined priorities and goals. The rule responds to recommendations of the Government Accountability Office and stakeholders for HUD to enhance its fair housing planning obligations by providing greater clarity and support to jurisdictions receiving HUD funding, and facilitating local decision-making on fair housing priorities and goals.

In July of 2013, HUD released a proposed Affirmatively Furthering Fair Housing (AFFH) rule. As part of the rulemaking process and adherent to the Paperwork Reduction Act (PRA), HUD must complete two PRA notice and comment periods—the first for 60 days and the second for 30 days—for any information HUD will ask program participants to provide as part of their AFFH obligation. For more than forty years, HUD funding recipients have been obligated by law to reduce barriers to fair housing. Established in the Fair Housing Act of 1968, the law directs HUD and its program participants to affirmatively further the
Act’s goals of promoting fair housing and equal opportunity. The final rule on affirmatively furthering fair housing (AFFH) aims to provide all HUD grantees with clear guidelines and the data that will help them to achieve those goals, because no child’s ZIP code should determine her opportunity to achieve.
HUD’s rule clarifies and simplifies existing fair housing obligations for HUD grantees to analyze their fair housing landscape and set locally-determined fair housing priorities and goals through an Assessment of Fair Housing (AFH). To aid communities in this work, HUD will provide open data to grantees and the public on patterns of integration and segregation, racially and ethnically concentrated areas of poverty, disproportionate housing needs, and disparities in access to opportunity. This improved approach provides a better mechanism for HUD grantees to build fair housing goals into their existing community development and housing planning processes. In addition to providing data and maps, HUD will also provide technical assistance to aid grantees as they adopt this approach.
Now, you can play along with the smoke and mirrors and assume Obama is trying to create blacks who are white inside, especially girls, ”no child’s ZIP code should determine her opportunity to achieve.” Fundamentally altering America leaves a wide horizon of discretionary options; however, let’s be practical and accept the obvious – this plan is not designed to help disadvantaged minorities: its sole purpose is to get even with whitey and punish him for assuming he can escape the blight of inner-city America.
You can take the boy out of the country, but he will always be seen as a country bumpkin and conversely, you can take a punk out of the city, but you will still have a thug. We have a continuous stream or at least a percentage of professional athletes who strive to prove this theory.
Liberals will see opportunity, and some minorities will take advantage of the situation and improve their lives, but this is not the real purpose: animus and strife are the goals of a community agitator. The community agitator is not concerned with the reason for urban blight and inevitable white flight to suburbia; because he is not concerned with answers, his strategy is to foment racial discontent and distrust.
It’s payback time, you suburban honkeys and if successful suburban blacks are affected, too bad, they can chalk it up to collateral damage. Lowered property values will be a form of wealth redistribution and it’s about time you learned what crime and drive-by shootings are all about or you can get your city councils to resist those millions in bribes and corruption from HUD, and avoid the whole mess.

Skook do you believe that we should strive to give as many kids as possible their best chance to be successful? Do you believe that in the United States of America that no kid should be hungry?
Or do you some how see hardship being THE motivator for success.
Oh, don’t worry about being taxed if you have bedrooms that aren’t being used. It has already been suggested that you can rent out these bedrooms to minorities to avoid the tax levies, sort of like Obama Care.
You see, they will need to build low-income housing to absorb the onslaught of minorities or buy single family homes and sell them cheap, but that is impractical. Hilary likes the idea of taxing people who occupy more room than they need, and the spare bedroom tax is an equitable method of penalizing suburban America. Remember, when white America left the inner-city, they took opportunity with them and left the inner-city to rot in its own excrement. Now, its time to payback and Obama wants you to payback big time.

@James Raider: Ro you remember the scene in Doctor Zhivago: the Bolsheviks were appropriating the excess room in the homes of the wealthy and moving in the disadvantaged peasants. The homeowners accepted the new rules or they were thrown out into the street. It sounds cruel, but it is far more equitable.

John Ford’s adaptation of The Grapes of Wrath has got to be one of the most pro-socialist movies that ever came out of Hollywood. Even I get a little uneasy about the mad light in John Carradine’s eyes after his political conversion, and the benevolent smiling face of Grant Mitchell as The Caretaker. I suppose the historical context is an important thing to remember. The movie came out toward the end of the Great Depression.

This article is a comparison between Steinbeck’s, “Grapes of Wrath” and our current situation of unending perpetuation of affirmative action and reparations.
The book and the movie directed by Ford are almost totally different stories, but each is a good story, much better than our current morality play, with no plot or ending; although the 600 page book was without a discernible ending and the movie left itself open to a series and a vague future for the hero.
The dustbowl was partially created by farmers who believed it was necessary to plow under last year’s crops and let the remnant stubble decay during the winter. The country was full of small farms with one or two men who could plow with mules. The iron plow made it possible for a man with a team of mules or heavy horses to plow two to four acres a day, but at this same time, the Industrial Revolution designed the tractor and it could outwork mules at ten or twenty to one. The idea of a 40 or 60 acre farm was laughable. A crew of men on tractors could work sections (640 acres) every day. The small family farm became obsolete, overnight, but normally, the small farmer could at least sell his farm to the corporate farm. In these days, the farmer neglected to leave his stubble up and the farms blew away, during an extended drought. The banks called in their loans and the farmers wondered why their grandfather’s farms were being foreclosed.
Like many urban minority people, these country people had few options, but instead of languishing in despair and misery with Democrats passing out food stamps and chump change, this family and many more headed to California to pick fruit and vegetables.
Steinbeck maintains that they were abused, cheated, and mistreated, but this is unsubstantiated. However, those who stuck it out became prosperous in the munition industries of WW II and some went on to acquire real wealth.
It was not easy, they braved extreme heat and the unknown to try their hand in the mythical land of California. The weak ones died along the way and the cowards never started. There were no guarantees, just a possibility, but they were willing to take a chance to improve their lives and the lives of their children and grandchildren.
How do the Joads compare to urban city dwellers, who want to be transplanted into a situation they didn’t earn? Will they be welcomed or looked upon with scorn? Will they make the effort to overcome their ghetto culture or cling to their ghetto values even more?
The Joads were willing to risk everything for another start. It’s true, the young man Tom was a felon who served his time for murder, and in the book he became a Thoreau type figure who wanted to live next to a river and fish, but in the movie he was a Marxist who was the ultimate community organizer. He also killed a cop before becoming a Robin Hood for the downtrodden.
It is just an intellectual gymnastic and I was hoping to stimulate debate.
