The context of Obama’s 2014 comment was a comparison between ISIL and al Qaeda. The latter had demonstrated the sophistication, funding, ambition, and reach to successfully carry out the complex coordinated attacks on the U.S. homeland that are collectively known as 9/11. There was, in fact, a great difference in the threats to the United States that each of the two organizations represented.
