Technically it means that if Russia has invaded Ukraine then it would be difficult for the US and Britain to avoid going to war.
Oh stop…Obama will not go to war. Russia knows this, the world knows this. Send some air support over a tinpot dictator’s country he has no problem with. Go to war with Russia? Honor our commitments to other countries?
