Marco Rubio’s take on the plan:
It’s Obama way around having it ”scored” by the CBO.
If he had a real plan it could be scored.
And then we’d all see what a miserable failure his ”plan” was.
But by not having a plan that can be scored he hopes to allow you to fill in the blank any way you imagine.
Sort of like he did as candidate Obama.
