In the wake of the Paris attacks, many are asking how President Obama got the ISIS threat so wrong.

Three years ago, the Defense Intelligence Agency issued a classified report predicting that the chaos in Syria was creating conditions that could allow al Qaeda in Iraq to make a comeback and declare an Islamic caliphate. The report, dated August 2012 and obtained by Judicial Watch earlier this year, accurately predicts much of what has come to pass in Iraq since Obama’s withdrawal of American troops.
