Shifting as much form-filing as possible to the Web, where it can be accessed 24/7, wouldn’t undercut any legitimate regulatory purpose.

Matt is missing the entire point of Leftist regulatory nightmarism: it is an employment scheme for thousands of gov’t paperpushers who have no job skills whatsoever.
Put the paperwork on line and you will add to the unemployment rolls.
The unions at the ports have successfully fought against anything but paper filled out with pen and pencil for decades.

Unfortunately, the liberal/progressive will discount that aspect of “building” a business and likely use it as “proof” that “you didn’t build that”. How could you, after all, when, in order to actually build something, you have to rely on people who aren’t even remotely connected to whatever it is you are trying to build, to make a decision, or file the correct paperwork, so that you, yourself, can go ahead with whatever it is you want to build.
