A country we promised to defend in case this sort of thing happened…signed by the Democrats favorite Bill Clinton:

Bill Clinton, John Major, Boris Yeltsin and Leonid Kuchma – the then-rulers of the USA, UK, Russia and Ukraine – agreed to the The Budapest Memorandum as part of the denuclearization of former Soviet republics after the dissolution of the Soviet Union.

Technically it means that if Russia has invaded Ukraine then it would be difficult for the US and Britain to avoid going to war.

Oh stop…Obama will not go to war. Russia knows this, the world knows this. Send some air support over a tinpot dictator’s country he has no problem with. Go to war with Russia? Honor our commitments to other countries?

The truth is that in this particular case the U.S. has no rational military options. No more than Russia would have, if the United States suddenly decided to send troops in force across its southern border into Mexico.

There are limits to military power. This isn’t a matter of who’s president. A nation that fails to recognize that fact does so at its own peril.

It took Putin a few years to convince Obama he could demilitarize America’s military.
To convince Obama he could be trusted.
Then the hammer fell.
When you are only a couple of moves away and it is a forced mate (no other moves can be done) your options are gone.
Obama did that to us more than Putin did.
Obama painted us into this corner by pulling away from a missile defense system in Europe.
He also found out the hard way that, despite his weird budgets to the contrary, he can only spend the same money once per budget.
It can’t buy all these food stamps AND also fund a strong military.
So, he opted for a weak military and more food stamps.
We have diplomatic and economic options.
I hope we use them both effectively.
Freezing American assets of Russia’s rich class would devastate Putin.

Russia has been downsizing its own military. Our military options are limited by the fact that Ukraine and Russia are halfway around the world, are next-door neighbors, and share over 1,200 miles of land border. Then there’s the fact that Russia is a nuclear power. All of which would be the case no mater who occupied the White House.

The European missile defense system made little sense. It would have quickly led to a build-up of offensive systems intended to counter it. We’ve been down that road before.

One thing we do have to recognize is that Russia has a legitimate interest in the Crimea. It’s Russia’s only access to a warm-water port. They’re not going to allow that to be threatened. We wouldn’t either, if our positions were reversed. I think any resolution will have to make the Russians comfortable that their access will be assured. That assurance has to come from the government of Ukraine.

If the United States had continued to project the willingness to use military force where necessary to protect important interests of us or our allies, Putin would not have been so adventurous. He has read Obama’s weakness like a bold headline.

If the missile defense system made so little sense and was so pointless, why did the Russians push so hard to have it removed? They are scared to death of it because it neutralizes their nuclear deterrent.

The Russians already have military bases in Crimea. There are other ways, I believe, to achieve agreements than at the point of a bayonet. The Russians simply want to reassemble the Soviet Union and the longer we put off addressing their aggression the more difficult it will be to reverse.

I think would be best to let Putin posture until he’s got it out of his system, and then come to some negotiated agreement that gets the troops back across the border while allowing him to look like a winner. Upping the pressure at this point will only prolong the crisis because he’ll feel compelled to push back. I think that’s just the way he’s wired.

Ukraine is the wild card. They understandably want to display resistance to an incursion onto their territory, even though they’re hopelessly outclassed. That display could set them up for a disastrous military accident. It could be very dangerous for us to give any impression that we might directly support them. Someone might conclude that they could precipitate a confrontation and draw us in.

We can’t allow ourselves to be drawn in. The consequences for the United States could be worse than anything most people like to think about. No sane person wants to go there.

This, by the way, is one of those moments when every American should be putting political differences aside standing behind the nation’s President. Such moments separate the patriots from the political opportunists.

@Greg: You should read about the Sudetenland crisis in 1938. The parallels here are so precise it is frightening. Very frightening.

The Ukraine is Czechoslovakia. Crimea is the Sudetenland. Putin is Hitler. Obama is Chamberlain and Daladier. As with the Sudeten Germans, there was no abuse, yet Hitler used this as his premise for demanding that Czechoslovakia cede the Sudetenland to Germany. Putin claims that ethnic Russians are being abused in Ukraine. He wants Crimea to protect them AND he wants the bases there. Hitler wanted to strip Czechoslovakia of its defenses; the Czechs had a formidable military force for the time and Hitler had plans beyond the Czech borders. Putin wants to reassemble the Soviet Union and the Ukraine stands in his way.

Chamberlain and Daladier wanted peace at any cost. They believed Hitler’s claim of his “last territorial demand in Europe”. They were afraid of the mighty Wehrmacht which was, at that time, more of a propaganda image than the fighting force it was later to become. In fact, when Hitler abrogated the Munich agreement, he was prepared to quickly scurry back across the border into Germany if Britain and France threatened action. It is documented that, had he had to do so, his popularity would have plunged and the military, who was looking for an excuse to do so, would have unseated him. 65 million lives could have been spared. The West thought they could trust Hitler. Hindsight.

The Russian military is not a juggernaut. Ukraine wants to stand up to it, but, like the Czech military, it cannot do so alone. If firm resolve is shown in the face of Putin’s aggression, perhaps he would have to retreat. Perhaps he would lose support at home and perhaps he would lose control over the government. But, like Hitler in Czechoslovakia, allow him to gain credibility and prestige in backing down the entire West and American in particular and he will be harder and harder to stop. And to stop him will be more and more costly. Is this something that is invisible to those who will defend Obama no matter what he does? We don’t need hindsight; we’ve seen this.

What do you suppose China is thinking right now? What if China begin massing troops across the sea from Taiwan? China has aligned with Russia and either power distracting the US benefits the other. How long should we let the Ukrainian situation deteriorate before we take some sort of action? What is the cost of waiting and HOPING for CHANGE?

After Chamberlain and Daladier abandoned Czechoslovakia and ceded another nation’s sovereign territory, most of Czechoslovakia’s defenses were the property of Hitler and Germany. Shortly thereafter, Hitler overran the rest of Czechoslovakia and the West awoke. Poland’s security was guaranteed, Germany signed a non-aggression pact with the Soviet Union (the recent phone agreement with China?) and, emboldened by democratic weakness, Hitler invaded Poland and the world descended into a global war.

This is what we face by promoting weakness with hollow threats. The longer this develops, the more likely one of our stupid threats will have to be honored.

If and when we go toe to toe with Putin, I will be behind Obama, because I back our nation. However, I will NOT forget how we got there.

@Tom: We are going to have to get all the nations of Europe aligned with us to present an answer to Putin’s aggression. In light of Obama’s appeasement, weakness, wanting to “lead from behind” and indecisive incompetence, this will not be easy. No one trusts the United States anymore, particularly after what we did to Poland and Czechoslovakia (a move which removed a major impediment to Putin’s latest adventure). Perhaps the inability to assemble a coalition is also apparent to Putin.

In the future, if “community organizer” is the first thing on the resume, the job of President of the United States should be withheld. The world is a dangerous place that cannot always be tamed by phony voter registrations.

Strangely, I haven’t seen anyone mention what Obama should actually be doing differently right now, other than – you know – not being so Obamaish. That’s usually a pretty good clue that there is unacknowledged complexity at play, when people run the other way toward partisan simplicity. One thing you may find interesting is that several major voices commonly associated with the Left have come out and acknowledged Romney’s apparent prescience on Russia. This is called self-reflection. Liberal bias or not, that’s the difference between journalism and a partisan echo chamber. A publication like The New Republic may tend to interpret events through a more liberal lens, but they are going to correct the record when it’s warranted, even if that means criticizing Obama. This is a check to their readers as well. Hanging out in a little partisan corner of the internet offers no such reality check. You just have your opinions constantly reinforced AND reduced to a syrupy goop, as all complexity and ambiguity are cooked right out. It’s the mental equivalent of getting fat on endless helpings of your favorite desert, served over and over. Until day you don’t even blink when a foreign policy crisis is reduced to a photoshop of Obama’s head onto Miley Cyrus. This is what you need to be vigilant against, Bill. Getting lazy and sliding sluggishly into the least common denominator opinion, is that what you want?

I agree 100% that the United States should speak softly and extend a helping hand wherever needed. It’s what we do. I also believe we should simultaneously carry the big stick AND should let that stick fall when necessary. It is parental discipline and, when administered judiciously, it reduces the overall requirement. It is argued that $650 billion for a defense budget is too much; a waste. While there is definitely some waste to be trimmed (this is, after all, the government spending someone else’s money), the cost is more like insurance than just throwing money away. In other words, how much is it worth when you need it and don’t have it? How much is a human life worth compared to the cost of all the electronic apparatus that keeps our soldiers safer?

What we do now in the face of Russian aggression is sort of the secondary point (though the critical and timely issue). The question I pose is how Putin got the impression he would get away with his little 1938 redux. The answer to that question is the laziness on the part of those who have been keeping Obama in office. Too lazy to examine his capabilities, experience and the world around them.

While it can be argued that Romney identifying Russia as a major geopolitical threat is a “well, duh!” moment, how can the major voices of the left who lept at the opportunity to ridicule such a point and take the 180 degree opposite view be explained?

I hang out mostly on the Dallas Morning News blog which is, for me, a very hostile atmosphere. I love it, because the left wing positions defended so consistently there is so easily to disassemble, for the most part. Here, it is true that we see mostly friendly faces and the only thing that makes this worthwhile to me is you, Greg, this one, Ronald, John and possibly a few others I have missed. I don’t envy your job. Constantly bringing (back) up how Bush “lied”, Palin’s “stupidity” (though she sort of is proven right more often than not) and conservative “racism” to deflect attention from the upcoming “I told you so”.

I would be tickled (for the country) if Obama manages to turn this around. In fact, politically, it would not even hurt the next election since Obama is done running (it is assumed) and Hillary has nothing to do with it; I have taken note that Obama lets Biden use the big-boy phone every once in a while to call Ukraine, so that would really assist in the campaign against Hillary. But, politics in not (or should not) be in the forefront. The security of Ukraine, Europe and the western world should.

I appreciate your civil tone even in disagreement. You are an odd duck among your contemporaries in that regard. It elevates your message.

Bill, a lot of interesting thoughts here. I will need to get back in detail later, as I’m a little swamped here. I think you are definitely heading in the same direction I am when you raise what our role is as a nation. Instead of focusing on Obama’s toughness, perhaps it’s his policy we should look at. His view of America’s role in policing the world is a lot different than Bush’s, for example. I’m sure that’s what Putin is focusing on. Also, as I mentioned way, way up there, how this entire thing is playing out is very much a result, at least in part, of what happened in 2008, when Ukraine was denied admittance to NATO. There are all reasons for these things, it’s not all random.

I had to pass this along, because it’s just a hilarious Onionesque headline that perfectly captures my exasperation with this narrative:

Those of you with good political memories might recall a time when President Obama was a strongman hell-bent on subverting democracy. A dictator. Well, that was way back in February. Now, Obama’s critics point out that he is an untough wimp who, in the evocative words of Sarah Palin, “wears mom jeans.”

@Tom: Obama’s policy in “policing” the world seems to be “I’m a nice guy. Why don’t you be nice, too.”. This doesn’t work. In fact, while it is a great way for individuals to treat each other, and preferable, by the way, it projects weakness to national leaders who want what someone else has. Bush’s policy was more like “if you attack us or our allies, we will stomp a mudhole in your ass and walk it dry.”. This seems to put more smiles on diplomatic faces (even if they are insincere) than cumbaya.

An Israeli business associate explained to me how much was asked of Israel during Desert Storm; asked to go above and beyond. When Hussein began launching Scuds at Israel, the hope was for Israeli retaliation which, he hoped, would change the focus of the war from being directed at him to being directed against Jews. The US asked Israel not to retaliate, let us do the talking. Israel cooperated. This man told me that, in the Middle East, that goes against all nature, that if one does not retaliate to an attack, it is viewed as weakness. It might be moral strength, but it is physical and resolute weakness. That is the culture.

Obama does not seem to understand that his apologies and bowing is not received as “what a nice guy. Hey, let’s be nice, too.”; it is perceived as weakness.

Now, there are petty dictators, dictators and brutal dictators. Obama has been a petty dictator, using (or abusing) the powers of the federal government to dictate his will. He uses the EPA, IRS, NSA and his pen to exert force on the dictated-to. He creates villains for his supporters to rally against and hate. He says enemies must be punished and sympathizes with those who disrupt and riot. While Obama has asked citizens to send in emails of the disagreement of others so they can be “corrected” and uses the IRS to harass and intimidate the political opposition, he has not enacted rules to round up citizens and have them shot or “disappeared” into the “Night and Fog”. But, he does dictate and he expresses how he would like to dictate more.

He is a horrible dictator, in that he is not very good at it, but no one views Obama as the sort of street-brawling dictator such as Hitler or Stalin. So, rest easy.

So you’re saying that once you’ve lost, it’s time to admit it? The situation got where it is because of Obama’s very, very weak foreign policy, but it’s not really his fault, he had zero foreign policy experience and he appointed people with comparable experience to manage his foreign policy, now it’s time for him to just run up the white flag and admit defeat.

But all in all, you do seem to recognize that Obama was in over his head and had no clue about what he was doing and the results indicate exactly that situation. What can the US do about the situation? Elect someone with a clue.

Instead of focusing on Obama’s toughness, perhaps it’s his policy we should look at. His view of America’s role in policing the world is a lot different than Bush’s.

It is impossible to focus on Obama’s toughness, there isn’t any. Didn’t you see him riding his girly bike? He has acted like a wimp on foreign policy, he bows to the Arabs. Total wimp.
