Without an official transcript, and still with the SOTU speech being new, I thought I’d provide an open forum thread for first impressions, and open a thread specifically devoted to the SOTU speech.

UPDATE: You can read the transcript provided by the WH here.

Just to lead off on my own first impressions, I’d say that the POTUS and his TOTUS didn’t disappoint with a soaring campaign speech with all the expected moments… and a few unexpected surprises. For those that are the O’faithful, it’s an out of the park home run.

Even I will admit it was a good speech. Then again, I have as much appreciation for well done fiction as the next person.

What caught my ear most of all was one particular promise of administration-bypassing-Congress actions by this POTUS. Because I have no official transcript, I will use the Hillbuzz Blog Live Transcript wording. This relates to the “clean energy” parts of the speech, and Obama’s unusual tie in to the Defense Department.

We can spur energy innovation with new incentives. We need to fight climate change with a clean energy standard and innovation.

I am directing my administration to allow the development of clean energy on public land to power three million homes. The Department of Defense will purchase Navy clean energy.

The easiest way to save money is to not waste it.

From UPDATED WH transcript, linked above:

We can also spur energy innovation with new incentives. The differences in this chamber may be too deep right now to pass a comprehensive plan to fight climate change. But there’s no reason why Congress shouldn’t at least set a clean energy standard that creates a market for innovation. So far, you haven’t acted. Well, tonight, I will. I’m directing my administration to allow the development of clean energy on enough public land to power 3 million homes. And I’m proud to announce that the Department of Defense, working with us, the world’s largest consumer of energy, will make one of the largest commitments to clean energy in history -– with the Navy purchasing enough capacity to power a quarter of a million homes a year. (Applause.)

Once I got my eyebrows back into place, and my jaw clamped back shut, I started pondering… exactly what can the administration do to “develop” public lands, bypassing Congress, for development of national public lands in order to power three million private residences, and what the heck does the Navy and Defense Department have to do with it?

I have only one possible initial explanation to offer… (not much time to research before providing a forum/debate outlet)… and this comes from a June 2011 working draft plan from the Department of Energy, addressing geothermal energy. According to the document:

Excerpt from the Introduction & Overview: The clean energy priorities set forth by the Congress and the Administration require an investment climate where public and private sector partners can come together to research, develop and deploy technologies to make geothermal energy a sustainable resource for generations to come. Furthermore, looking ahead, the expanding electrification of society and replacement of aging generation infrastructure also will require that all renewable energy options are given full consideration. It is in this context that the contributions of geothermal energy to electricity production may become critical to meeting this sizable challenge.

This collaborative document describes the roles and responsibilities of key Federal agencies in the development of geothermal technologies including the U.S. Department of Energy (DOE); the U.S. Department of Agriculture (USDA), including the U.S. Forest Service; the U.S. Department of Interior (DOI), including the United States Geological Survey (USGS) and Bureau of Land Management (BLM); the Environmental Protection Agency (EPA); and the Department of Defense (DOD). It also highlights the activities of those agencies that as early adopters are deploying geothermal technologies for end-use applications. In identifying these Federal initiatives, it is the purpose of this document to provide an overview of relevant Federal policies and programs for the geothermal industry, financial community, policymakers, state and local government, other stakeholders and the American public.

From pg 17 of the 38 pg draft, they address the role of the DoD and Navy INRE geothermal development.

Department of Defense (DOD) – Geothermal Program Office (GPO)

The Department of Defense (DOD) participates in geothermal development activities, in particular as an end user. In 1978, DOD established the Geothermal Program Office (GPO) and designated the United States Navy as the lead agency responsible for geothermal exploration and development on military lands. The DOD GPO manages 32 million acres of land. < ?b>GPO has helped develop geothermal energy projects for the military as end user at a variety of locations in the Western United States including in California, Nevada, and Arizona. They include those in California at the Naval Air Weapons Station China Lake; the Naval Air Facility in El Centro; and the Marine Corps Air Ground Combat Center in Twentynine Palms; those in Nevada at the Naval Air Station in Fallon and the Hawthorne Army Depot in Hawthorne; and the one in Arizona site at the Chocolate Mountains Aerial Gunnery Range at the Marine Corps Air Station in Yuma. This section includes additional information on three of these projects, most notably the long-running and successful Coso Geothermal Field at China Lake, California.

Okay… I see that the Navy can develop public lands for geothermal as the end user of that development. But is Obama planning on using the US Navy to develop geothermal power for private residential use? And where does that authority come from?

Amy Harder at the National Journal also zero’ed in on the same phrase with her evening posting on the SOTU. She has interpreted it as the Navy making a clean energy purchase… enough to power three million homes.

With Congress gridlocked and clean-energy policy stifled by solar-panel maker Solyndra’s default on a federal loan, President Obama said on Tuesday evening in his State of the Union address that he is pressing forward with major initiatives in solar and wind energy that his administration can shepherd on its own.

“The differences in this chamber may be too deep right now to pass a comprehensive plan to fight climate change,” Obama said. “But there’s no reason why Congress shouldn’t at least set a clean energy standard that creates a market for innovation. So far, you haven’t acted. Well tonight, I will.”

Obama announced that the Navy will make the largest purchase of renewable energy purchase in history, enough to power a quarter of a million homes a year, and the Interior Department will lay the foundation to provide 3 million homes with renewable energy power from solar and wind projects on public lands by year’s end. The announcements are consistent with Obama’s “We Can’t Wait” initiatives that focus on actions the president can do under his own executive authority without congressional action.

I’m still snooping. Obvious the entertaining fiction that is Obama’s final (she says optimistically) SOTU speech is not fraught with details. But it is a direct reference to bypassing Congress, and using Executive Powers to push his agenda in any way possible.

So feel free to add your own thoughts, research and input to the evening here. And to point out some of the specific points of fiction you, personally, would like to highlight

Why bother? You know what the collectivist is going to say.

I’d rather watch grass grown that waste my time on Obama or his Republican confederates.

I’ve consulted on geothermal holes. They are extremely expensive and must be drilled in mountain building/volcanic areas. All the rock bits are mining quality and most holes have a drill mud/ air drilling combination. I know of some successful geothermal digs in Nevada and Commiefornia. There is an absolutely wonderful geothermal find in Wyoming, but its called Yellowstone Natl PK. I wonder if some of this super volcano is located outside the park? Now in the real world, those two 12,000 foot geothermal holes cost over 10 million $ apiece.

We had a super steam blowout on one hole. The temp was over 700 degrees fahrenheit and over 2000 psi. You shut the well in with your pipe rams and get this- add cold water. lol

Just more junk science — need to smoke some good stuff to get stupidified enuff to fall for it —

it is imperative that the demo-bolshevik-cRAT party be crushed next Nov!

When Obama said…..

……I didn’t take that to mean the military would be actually doing the development of ”clean energy.”

I go to one gas station that touts how it is using wind power to pump the gas. It isn’t. What it is doing is buying energy capactiy from some wind turbine owner and printing up a nice propaganda paper to place on top of each pump. The station uses Southern California Edison same as the rest of us.

But it got me thinking. What big new promises of green energy was Obama touting just two years ago? SOLYNDRA! Yup. During his 2010 SOTU Obama touted SOLYNDRA.  23 seconds of video proof.

Obama is so full of hot air that it would probably save the nation billions to simply tap into it for energy rather than listening to anything he actually says and trying to do it.

Mata, this is easy. I am surprised you didn’t catch it.

 Obama Unveiling Defense Strategy, Military Cuts

 He is going to take one or two of our carriers that no longer will be used in his new “leaner” military and dry dock it. Then he’s gonna buy some looooooong jumper cables…

He wants me to pay my fair share in taxes? I suggest he tell all his homies back in Chitown to quit having 8 babies, get off Section 8 housing vouchers, quit pushing drugs, and learn the difference between the words “ask” and “axe”.

The Buffet Rule? You mean where the guy does not pay federal taxes and will be leaving his funds to non-profits because he has zero trust in government? Guess what O’turdo? My secretary also pays more in taxes than I do….

At least 0-bama came up with something shovel ready, his SOTU!!  What a loser this one was.  Always good to tip your hat to the military and talk about education and hiring of Veterans, I am one.  All through the speech he would put in, oh by the way I got Osama.  He didn’t mention how he was cutting the military.  His education platform is a loser.  To think we don’t have qualified and educated citizens who need a job is pure garbage.  Educate all you want but I say create jobs.  He had no clue on jobs as usual.  Fairness??  For who, his union friends??  Auto industry recovery??  On the back of the taxpayers to the tune of billions!!  Anyone want a free house in Detroit??  Didn’t think so.  Of course there was the usual blame Bush for my failure rhetoric, “we lost another 4 million jobs before my policies kicked in”!!  Huh??  Remember shovel ready??  Remember the graph on unemployment??  Daniels speech was honest and called out 0-bama and his failure as President.  I loved the part that said he knew 0-bama knows we are in deep crap in his heart.  Poor 0-bama just can’t admit it, kind of like the Democrats in control of the legislature before America historically threw them out!!  Simple majority in the Senate for judicial apppointments?  What a load there, remember how Democrats refused this idea when Bush was in office??  What a short memory.  Green energy??  Another loser, I wonder how much taxpayer dollars will be wasted when he powers up government homes in the military.  This one can NOT be a starter.  0-bama has demonstrated his failure enough in this area.  See Solyndra for clarification and confirmation.  Sorry, my fingers just couldn’t stop!!  Yes there is much more about 0-bama’s failed SOTU and presidency but hopefully come November America will complete his employment!!

What’s fair with around half the eligible taxpayers paying less than three percent of federal income taxes?  (http://ntu.org/tax-basics/who-pays-income-taxes.html).

My first impression?  Who’s makeup kit did he get into?  After last night I’m sure all those who made the orange remarks about Speaker Boehner’s skin tone will forever shut their mouths.

About our auto industry, wonder how long they lead after Japan recovers from the Sunami and Toyota recovers from Obama’s attacks.

When you think about it- the stimulus bill was strictly payback for his union friends, and his campaign contributors. Is that why he won’t mention it at all anymore. Now he wants more ‘investments’ for roads and bridges???
Did anyone ever get any accounting in detail where and to whom exactly all this money went?
All this outreach to Brazil, his adventure to go there the same time when he ordered airstrikes in Libya, all the money he gave them to develop or drill for oil, begging them to be their best customer – and guess what:
This turd got ignored, Brazil involved China, and his outreach once again failed.

@Missy:
Missy, you are correct.
A man who used to work in the Obama White House said this:

…there’s another woman carrying a bag thing. That would be makeup. She was always…the amount of cover that Obama wears…I told you about that before right? Cakes that sh-t on. 24/7. It’s why his color seems to change so much…different brand, or product…something like that.

Added on Edit:
Some at Huffpo are saying Michelle O. looks pregnant in that blue dress.
Here are two photos of her from the SOTU.
What do you think?
http://www.freerepublic.com/focus/f-news/2837449/posts
My opinion?
She disappeared (supposedly to her brother’s home in the North West) a few months back and reappeared very svelt.
But her eating habits might just be catching up after the lipo/tuck.

@Nan G:

It was distracting, I kept wondering what the heck, did that unskilled make up artist that painted up Algore return? Obama did not have the rouge like Gore, he was just yellow and Boehner and Biden behind him made it more noticeable.

Now I will read your source, it’s got me curious, after that I’m going to check out Michelle Obama’s mirror. lol

@Nan G:

I can’t edit my own comment, said I ran out of time.

Here’s a clip MOM put together. It appears she is her normal self sans the boob belt and the fabric isn’t helping either:

@MataHarley:

Flushing the toilet would be an adventure.

@anticsrocks:

You beat me to it. I was thinking about the dry docking of fleet carriers and using the nuclear reactors to power up the 3 million S. Californians. On a serious note, I can vision serious bills coming to the next president, who will be caught trying to modernize the future military equipment and future fighting capabilities. This clown is weakening or trying to weaken your military.

Ladies, your links on fashion statements were quite severe. I could only take so much.

Got anything besides negativity?

We’ve got a positive message for America, and quite possibly a 2-term President.

I liked the SOTU speech.

What I didn’t like was seeing Governor Janet Brewer shaking her finger in the face of the President of the United States.

Greg Pollowitz over at Planet Gore weighed in on the whole idea of the military and energy policy. …..
Planet Gore readers, however, know this as the “Pollowitz Plan.” My post from June 25, 2008:

Go Navy! Go Nuclear!

I came across this interesting bit of news the other day:

“Nellis Air Force Base near Las Vegas opened one of the largest solar arrays in the US, a 140-acre field of 72,000 motorized panels that powers the base and sells energy to nearby communities.”
http://www.tmworld.com/article/CA6564519.html?industryid=47188

_________________________
If we’re allowing the military to generate it’s own electricity with solar power and dump the surplus into the grid, why not go one step further and put nuclear reactors on military bases?
With enough reactors, we could make the entire military and federal government energy independent, as well as add much-needed energy into the economy.
As for who would run the reactors, that’s the easy part.
We have the most successful nuclear reactor operators in the world at our disposal: the U.S. Navy.

Senator McCain has proposed 45 new reactors by 2030, but in reality, how likely is that to happen in the current regulatory environment?
Not very.
But expanding the current naval nuclear program to include land-based reactors would seem to be an easier path to accomplishing the same overall result with the added benefit of having the nation’s most competent nuclear operators in charge of the entire program.

@Greg:

What I didn’t like was seeing Governor Janet Brewer shaking her finger in the face of the President of the United States.

But look at the photo. Obama is laying a right hook into her gut. Or maybe searching for her wallet.

http://news.yahoo.com/photos/arizona-gov-jan-brewer-points-president-barack-obama-photo-233140274.html

As per The Constitution, The State of The Union address requires of the President: “He shall from time to time give to Congress information of the State of the Union and recommend to their Consideration such measures as he shall judge necessary and expedient.”

This was of course a few years before the arrival of the Internet, so the President was expected to communicate something which Congress was perhaps not aware of. Modern media makes this address a very public affair, and the President now uses it to ‘campaign.’ He stands before Congress, but he speaks to the world. Such is today’s state of the art of governing America – can’t blame him for using that powerful bully-pulpit.

However, Obama’s address yesterday was embarrassing. It was simplistic as if he was addressing himself to a simple minded, uninformed, unaware, uninterested and uneducated audience. Yes, he told lies and fabricated scaffolds made of papier-mâché that must have resonated positively in the eco chambers of his, Jarrett’s and Plouffe’s minds, but most unfortunately, IMHO, he insulted America. Apparently these 3 goofs have decided that Obama’s audience is dumber than rocks, and won’t notice being disrespected.

@Greg: Poor Greg, you have NO clue what the conversation was about or what 0-bama was saying to her. As far as likeing the SOTU by your messiah, all you needed to do was play last years again. I liked it because it once and for all confirmed what a failed President will say during a political election year. As far as anything meaningful, hardly.

Proof that this President knows or cares little about the Constitution, and disdains the great mob of uninformed that support him:
“The executive branch also needs to change. Too often, it’s inefficient, outdated and remote. That’s why I’ve asked this Congress to grant me the authority to consolidate the federal bureaucracy so that our Government is leaner, quicker, and more responsive to the needs of the American people.”

Is there any doubt that the mentality he and his handlers hold is “dictatorship”? He’s not even subtle about it.

I question the timing.
Tuesday Obama gives a speech touting his great spending of OUR money on HIS choices for green energy winners.
Today, Thursday, another one of his choices as a ”winner,” turns out to be BIG loser ….for us taxpayers.

“An Indiana-based energy-storage company, Ener1, whose subsidiary received a $118.5 million stimulus grant from the Energy Department, filed for bankruptcy Thursday.”
Whole story here:
http://thehill.com/blogs/e2-wire/e2-wire/206777-doe-backed-battery-company-files-for-bankruptcy

How many of Ener1’s 1,700 employees will be laid off?
Will Obama pay us back for another horrible wasting of our money?

Obama did reference this company during his SOTU:
“In three years, our partnership with the private sector has already positioned America to be the world’s leading manufacturer of high-tech batteries.”
Obama’s buddy, Ener1 CEO Sorokin adding:
“Competing battery developers in China and Korea which generally have a lower cost manufacturing base and lower labor and raw material costs affected Ener1.”
