Yesterday afternoon I called the Finance Committee at (202) 224-4515 and got some dumb sh*t staffer that didn’t know *anything*. I asked him:

1. Will the Committee Report be on line? (He didn’t know)

2. Will a Committee Report be written at all? (He didn’t know)

3. Will the Cordon Rule be followed (He asked, “What’s that? I don’t know much about Senate rules.” I read the rule to him and he replied, “I assume it will be followed”.

Talk about worthless…

Senate Rules require that a committee report be written when a bill is reported out of committee. As I understand it, a committee report is sort of an ‘executive summary’ intended to relieve the rest of the Senators from actually reading the bill. The “Cordon Rule” requires a committee report to show changes the reported measure would make in current law.

Well, I guess it figures that since they really didn’t vote on a bill, but rather a ‘conceptual framework’, that they didn’t need to follow any of the other Senate Rules either.
