		<description>Yesterday afternoon I called the Finance Committee at (202) 224-4515 and got some dumb sh*t staffer that didn&#039;t know *anything*. I asked him:

    1. Will the Committee Report be on line? (He didn&#039;t know)

    2. Will a Committee Report be written at all? (He didn&#039;t know)

    3. Will the Cordon Rule be followed (He asked, &quot;What&#039;s that? I don&#039;t know much about Senate rules.&quot; I read the rule to him and he replied, &quot;I assume it will be followed&quot;.

Talk about worthless...

Senate Rules require that a committee report be written when a bill is reported out of committee. As I understand it, a committee report is sort of an &#039;executive summary&#039;  intended to relieve the rest of the Senators from actually reading the bill. The &quot;Cordon Rule&quot; requires a committee report to show changes the reported measure would make in current law.

Well, I guess it figures that since they really didn&#039;t vote on a bill, but rather a &#039;conceptual framework&#039;, that they didn&#039;t need to follow any of the other Senate Rules either.</description>
