I seem to remember Petraeous had a COIN plan he presented to P Bush prior to being given the job, there P Bush goes, listening to his commanders again.

That we are in this situation at all is that GB didn't listen to our military leaders before going into Iraq and didn't send the number of troops they asked for to start with. And he took troops from Afghanistan that we are now talking about putting back.
