Biden held all the hearings on Afghanistan in the full committee, attempting to bolster NATO’s role there. So, it’s not like nothing was done for Afghanistan, as the Foreign Relations Committee does the ‘heavy lifting’ -as it happens, Obama was also new to the senate, and the tenured Biden, chair of the full committee, obviously, reserves the right to handle the really big issues — and Afghanistan counts as a huge issue.

Obama’s role here, attempting to apply leverage on the events in Afghanistan, would probably have been interpreted as an attempt at ‘playing outside of his league.’
