A more fundamental question would be why we attach so much needless significance to the breakpoint of zero economic growth. Is there some huge difference between annual growth of 0.2% and an annual contraction of -0.2%? No. Both are relatively poor outcomes, but not catastrophic - but one gets labeled as a recession and the other does not.
