Is this even a stimulus pakage or a socialist take over? I wouldn’t even call the first version a stimulus package. If it was, it would have been very short term. A real stimulus package would be a mix of retraining for the long term and infrastructure programs for the short term. Not only does the U.S. have $1 trillion in infrasture upgrades that can be done, 76 million people will hit retirement age in the next 20 years, while the U.S. has 6 (which may go up slightly) million listed as unemployed at any one time.

One project that needs to be done is parts of the northern aquaduct system is not earthquake resistant even though it’s in a high earthquake zone. A decent earthquake could shut off the water supllies to much of Southern California. There is also a threat of saltwater contamination. The estimated cost would be $4.8 billion to protect the water supply of 21 million people. Because the repairs have to be done on 19 reservoirs, roughly 270 kilometers of pipeline and 500 miles of levees, this will require thousands of people. They could double the money to hire even more workers (probably every unemployed Californian) to get the project done faster. Now that’s a real and useful stimulus program.
