But if/when we are ever hit again, you will be at the forefront of those begginf for help and demanding to know why 'something' was not done before. If you want failures, then look at EVERY social program the leftists have ever implemented in the US. A leftist trying to talk about tactics vs strategy.... that's rich. More than tactics were invovled in the surge, but I will leave it to you to find them in open source news.
