One must provide an address within their district, or fake one, before being able to send them a note. I suppose this may be helpfull for those times when the Truthers or the KOS kids decide to flood the Congressmen's in boxes with screeds, but muting them mutes us. So I recommend sending a FAX. Costs them more and gives them a hard copy of your concern so in one way or another, they have to deal with it.
